Just to name a few, court houses or police stations are often not accessible, or court officials and police officers may not think that those with disabilities can take part in legal proceedings or have the capacity to instruct a lawyer. We want to help countries dismantle obstacles and parallel systems that prevent access to the existing guarantees and rights by all people.\u201d<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.ohchr.org\/EN\/Issues\/Disability\/SRDisabilities\/Pages\/GoodPracticesEffectiveAccessJusticePersonsDisabilities.aspx\">International Principles and Guidelines on Access to Justice for Persons with Disabilities<\/a>\u00a0released today are the product of joint work by the special rapporteur on the rights of persons with disabilities, the Committee on the Rights of Persons with Disabilities and the Special Envoy of the Secretary-General on Disability and Accessibility.<\/p>\n<p>\u201cThese guidelines are an important contribution to international human rights law, and are an indispensable contribution to achieving justice for all,\u201d said Danlami Basharu, chairperson of the Committee on the Rights of Persons with Disabilities. \u201cFor the first time countries will have a practical handbook on how to design and implement justice systems that provide equal access to justice for people with disabilities, regardless of their role in the process, to bring them into line with the Convention on the Rights of Persons with Disabilities and other international standards.\u201d<\/p>\n<p>The new document outlines 10 principles of access to justice for people with disabilities \u2013 such as \u201cpeople with disabilities have the right to participate in the administration of justice on an equal basis with others\u201d \u2013 with detailed guidelines on how to implement each one.<\/p>\n<p>\u201cWe believe we have supplied one pillar that many justice systems were lacking \u2013 disability inclusion,\u201d said Mar\u00eda Soledad Cisternas Reyes, special envoy of the Secretary-General on disability and accessibility. \u201cThis should be a valuable tool for everyone in the justice system. We want to ensure that people with disabilities are part of the system in the same way they are part of society, that they can fully exercise the human rights they have by virtue of being human.\u201d<\/p>\n<p>This guidance tool was developed in collaboration with disability rights experts, organizations of people with disabilities, States, academics, and other practitioners. The guidelines have been endorsed by the\u00a0<a href=\"https:\/\/www.internationaldisabilityalliance.org\/\">International Disability Alliance<\/a>\u00a0and the\u00a0<a href=\"https:\/\/www.icj.org\/\">International Commission of Jurists<\/a>.<\/p>\n<p>\u201cAs countries set about implementing these guidelines, we sincerely hope they will include people with disabilities and their representative groups in the process of making changes in legislation, procedures and training of law-enforcement and justice officials,\u201d the three experts said.<\/p>\n<p>ENDS<\/p>\n<p><strong><em>THE EXPERTS:<\/em><\/strong><\/p>\n<p><strong><em>Ms. Catalina Devandas Aguilar,<\/em><\/strong><em>\u00a0UN<\/em><a href=\"http:\/\/www.ohchr.org\/EN\/Issues\/Disability\/SRDisabilities\/Pages\/SRDisabilitiesIndex.aspx\"><em>Special Rapporteur on the rights of persons with disabilities<\/em><\/a><em>, is\u00a0part of what is known as the\u00a0<\/em><a href=\"https:\/\/www.ohchr.org\/EN\/HRBodies\/SP\/Pages\/Welcomepage.aspx\"><em>Special Procedures<\/em>\u00a0of the Human Rights Council<\/a><em>. Special Procedures, the largest body of independent experts in the UN Human Rights system, is the general name of the Council\u2019s independent fact-finding and monitoring mechanisms.\u00a0Special Procedures mandate-holders are independent human rights experts appointed by the Human Rights Council to address either specific country situations or thematic issues in all parts of the world. They are not UN staff and are independent from any government or\u00a0organization. They serve in their individual capacity and do not receive a salary for their work.<\/em><\/p>\n<p><strong><em>The\u00a0<\/em><\/strong><a href=\"https:\/\/www.ohchr.org\/EN\/HRBodies\/CRPD\/Pages\/CRPDIndex.aspx\"><em>Committee on the Rights of Persons with Disabilities<\/em><\/a><strong><em>\u00a0<\/em><\/strong><em>monitors States parties\u2019 adherence to the\u00a0<\/em><a href=\"https:\/\/www.ohchr.org\/EN\/HRBodies\/CRPD\/Pages\/ConventionRightsPersonsWithDisabilities.aspx\">Convention on the Rights of Persons with Disabilities<\/a><em>\u00a0which to date has<\/em><a href=\"https:\/\/treaties.un.org\/Pages\/ViewDetails.aspx?src=TREATY&amp;mtdsg_no=IV-15&amp;chapter=4&amp;clang=_en\">\u00a0182\u00a0<\/a><em>States parties.\u00a0The Committee is made up of\u00a0<\/em><a href=\"https:\/\/www.ohchr.org\/EN\/HRBodies\/CRPD\/Pages\/Membership.aspx\">18 members\u00a0<\/a><em>who are independent human rights experts drawn from around the world, who serve in their personal capacity and not as representatives of States parties.
