Participation in early childhood education has a positive impact on a child\u2019s development and helps reduce the risk of social exclusion and poverty, also later in life.<\/p>\n<p><strong>Long-term care<\/strong>\u00a0empowers people, who as a result of old age, illness and\/or disability depend on help for daily activities, to maintain their autonomy and live with dignity. However, for many people these services are still not affordable, available or accessible.<\/p>\n<p>To address these issues, the Commission is proposing concrete actions to support Member States in increasing\u00a0<strong>access\u00a0<\/strong>to high-quality and affordable care services, while improving\u00a0<strong>working conditions<\/strong>\u00a0and work-life balance for carers.<\/p>\n<p><strong>Early childhood education and care<\/strong><\/p>\n<p>The Commission is proposing that Member States revise the targets on early childhood education and care to enhance women\u2019s labour market participation, also called \u2018the Barcelona Targets\u2019, set in 2002.<\/p>\n<p>The current targets call on Member States to provide childcare to 33% of children under 3 and to 90% of children from age 3 until mandatory school age. The Commission proposes to set new ambitious yet realistic targets so that by 2030 at least:<\/p>\n<ul>\n<li><strong>50% of children below the age of 3<\/strong>\u00a0are in early childhood education and care<\/li>\n<li><strong>96% of children between the age of 3 and the starting age for compulsory primary education<\/strong>\u00a0are in early childhood education and care, as already agreed in the\u00a0<a href=\"https:\/\/education.ec.europa.eu\/nl\/about-eea\/strategic-framework\">European Education Area framework<\/a><\/li>\n<\/ul>\n<p><strong>Long-term care<\/strong><\/p>\n<p>The Commission recommends that Member States draw up\u00a0<strong>national action plans<\/strong>\u00a0to make care in the EU more available, accessible and of better quality for all, for instance by:<\/p>\n<ul>\n<li>ensuring that long-term care is\u00a0<strong>timely, comprehensive and affordable<\/strong>, allowing a decent standard of living for people with long-term care needs<\/li>\n<li><strong>increasing the offer\u00a0and mix<\/strong>\u00a0of professional long-term care services (homecare, community-based care and residential care), close territorial gaps in the access to long-term care, roll-out accessible digital solutions in the provision of care services, and ensure that long-term care services and facilities are<strong>\u00a0accessible\u00a0<\/strong>to people with disabilities<\/li>\n<li>ensuring\u00a0<strong>high-quality criteria and standards<\/strong>\u00a0for long-term care providers<\/li>\n<li><strong>supporting informal carers<\/strong>, who are often women and relatives of care receivers, through training, counselling, psychological and financial support<\/li>\n<li>mobilising\u00a0<strong>adequate and sustainable funding<\/strong>\u00a0for long-term care, including by using EU funds<\/li>\n<\/ul>\n<p><strong>Fair working conditions and training for care staff<\/strong><\/p>\n<p>To improve working conditions and attract more people \u2013 in particular men \u2013 to the care sector, Member States are recommended to:<\/p>\n<ul>\n<li>promote\u00a0<strong>collective bargaining and social dialogue<\/strong>\u00a0with a view to improving wages and working conditions<\/li>\n<li>ensure the\u00a0<strong>highest standards of occupational health and safety<\/strong><\/li>\n<li>design\u00a0<strong>continuous education and training<\/strong>\u00a0for care workers<\/li>\n<li><strong>tackle gender stereotypes<\/strong>\u00a0around care and launch communication campaigns<\/li>\n<li>ratify and implement\u00a0<a href=\"https:\/\/www.ilo.org\/dyn\/normlex\/en\/f?p=NORMLEXPUB:12100:0::NO::P12100_ILO_CODE:C189\">ILO Convention 189 on domestic workers<\/a><\/li>\n<\/ul>\n<p><strong>Next steps<\/strong><\/p>\n<p>The Commission&#8217;s proposals for Council Recommendations will be discussed by Member States with a view to adoption by the Council. According to the\u00a0<a href=\"https:\/\/ec.europa.eu\/social\/main.jsp?langId=en&amp;catId=89&amp;furtherNews=yes&amp;newsId=10382#navItem-relatedDocuments\">Commission proposals<\/a>, Member States should inform the Commission on measures to implement the Recommendations one year after adoption.<\/p>\n<p>For each Recommendation, the Commission will publish an\u00a0<strong>in-depth report<\/strong>\u00a0within five years to give an overview of the state of play of implementation.
