When we say that ensuring the wellbeing of half the world\u2019s population matters, do we believe it? Or do we say it to be diplomatic?<\/p>\n<p>Most indicators would suggest it\u2019s the latter, as we\u2019ve spent decades admiring the problem of gender inequity with little to show for our efforts. <a href=\"https:\/\/www.globalcitizen.org\/en\/content\/no-country-reached-its-goal-of-gender-equality\/\" target=\"_blank\" rel=\"noopener\">Not one country<\/a> in the entire world can say it has achieved equality among the genders. And between 2019 and 2020, we\u2019ve added 55 extra years to the timeline for closing the gender gap in economic equality. We are now an estimated <a href=\"http:\/\/www3.weforum.org\/docs\/WEF_GGGR_2020.pdf\" target=\"_blank\" rel=\"noopener\">257 years<\/a> away from achieving economic gender equity.<\/p>\n<p>If we truly believe that gender equity is the key to global success \u2013 and we should because <a href=\"https:\/\/sustainabledevelopment.un.org\/sdg5\" target=\"_blank\" rel=\"noopener\">the data<\/a> overwhelmingly support this conclusion, then now is our time to step up and establish a new, more inclusive world order.<\/p>\n<p>Gender budgeting is the ideal vehicle to drive such a change, and the G20 is the ideal institution to lead the endeavor.<\/p>\n<p><strong>The G20\u2019s moment to stand forward on gender budgeting<\/strong><\/p>\n<p>The expansive reach of COVID-19\u2019s economic damage requires a massive and coordinated response at the global level. Being that the <a href=\"https:\/\/g20.org\/\" target=\"_blank\" rel=\"noopener\">G20<\/a> members represent nearly 80% of the world\u2019s economy, 75% of international trade, and 60% of the global population, we must support their efforts to mitigate the impact of this global pandemic.<\/p>\n<p>Specifically, we must call on the G20 to initiate the ubiquitous application of gender budgeting \u2013 preparing budgets or analyzing them from a gender perspective \u2013 across response efforts. This is not only in line with the <a href=\"https:\/\/sustainabledevelopment.un.org\/sdg5\" target=\"_blank\" rel=\"noopener\">UN\u2019s Sustainable Development Goal 5<\/a> \u2013 to achieve gender equality \u2013 it is also in line with <a href=\"https:\/\/www.b20saudiarabia.org.sa\/wp-content\/uploads\/2020\/04\/B20-L20-W20-final-statement.pdf\" target=\"_blank\" rel=\"noopener\">the statement<\/a> released by the Business 20 (B20), the Labour 20 (L20), which represents the interests of workers, and the Women 20, which urged the G20 to \u201cuse all available policy tools to minimize the economic and social damage from the pandemic, restore global growth, maintain market stability, and strengthen resilience\u201d.<\/p>\n<p>Gender budgeting is among those available policy tools mentioned in the joint statement \u2013 and it is perhaps the sharpest tool of them all. Let\u2019s explore why.<\/p>\n<p><strong>Why gender budgeting now?<\/strong><\/p>\n<p>COVID-19 will impact the world of work in three key ways, according to the <a href=\"https:\/\/www.ilo.org\/wcmsp5\/groups\/public\/---dgreports\/---dcomm\/documents\/briefingnote\/wcms_738753.pdf\" target=\"_blank\" rel=\"noopener\">International Labor Organization<\/a> (ILO):<\/p>\n<p>1. The quantity of jobs available (unemployment and underemployment)<\/p>\n<p>2. The quality of work (wages and access to social protections)<\/p>\n<p>3. Outsized effects on the most vulnerable employees (namely women)<\/p>\n<p>There are many ways we can address these three categories of COVID-induced disruptions. One of the most effective and sustainable ways is by applying the gender lens. That is, take the economic data and gender-disaggregate it. Then, use those findings to create sound policy decisions.<\/p>\n<p>What is the unemployment rate for women versus men? How many female employees have access to affordable healthcare compared to male employees? How are men coping with stay-at-home orders? How are women coping?<\/p>\n<p>Gender-disaggregating the data serves as the basis for gender budgeting and provides the requisite situational understanding to craft effective policy. If gender budgeting sounds intuitive, it\u2019s because it is. Yet, the world has passed <a href=\"https:\/\/blogs.imf.org\/2020\/04\/15\/fiscal-policies-to-contain-the-damage-from-covid-19\/\" target=\"_blank\" rel=\"noopener\">$8 trillion<\/a> of fiscal stimulus to combat COVID-19 and we have little indication that this money has been gender-lensed. This is troubling.<\/p>\n<p>A gender-blind approach to fiscal stimulus a) results in an inefficient allocation of resources, and b) risks exacerbating existing inequities. These two externalities apply in times of prosperity and are even <a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/policy_brief_on_covid_impact_on_women_9_apr_2020_updated.pdf\" target=\"_blank\" rel=\"noopener\">more pronounced<\/a> in times of economic crisis.<\/p>\n<p><strong><em><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/healthrights.mk\/images\/Vesti\/2020\/05.2020\/2\/How%20to%20Achieve%20Gender%20Equality%20After%202.jpg\" width=\"476\" height=\"489\" border=\"0\" \/><\/em><\/strong><\/p>\n<p><strong>Women are shouldering the burden of COVID-19\u2019s economic fallout<\/strong><\/p>\n<p>Take the ILO\u2019s first \u201cworld of work\u201d category disruption, the quantity of jobs available, as an example. Social distancing and lockdown measures have impacted nearly <a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/policy_brief_on_covid_impact_on_women_9_apr_2020_updated.pdf\" target=\"_blank\" rel=\"noopener\">81%<\/a> of the world\u2019s labour force. We already know that women are <a href=\"https:\/\/unctad.org\/en\/pages\/newsdetails.aspx?OriginalVersionID=2319\" target=\"_blank\" rel=\"noopener\">more likely than men<\/a> to lose their jobs during this crisis. In the UK, for example, lower-paid, female, and young workers are <a href=\"https:\/\/www.business-humanrights.org\/en\/uk-institute-for-fiscal-studies-warns-impact-of-lockdown-to-hit-women-young-people-and-low-earners-hardest\" target=\"_blank\" rel=\"noopener\">seven times<\/a> more likely to work in sectors that have shut down to contain the spread of the virus.<\/p>\n<p>Now let\u2019s consider the ILO\u2019s second category of disruption, the quality of work available. The jobs women work do not provide <a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/policy_brief_on_covid_impact_on_women_9_apr_2020_updated.pdf\" target=\"_blank\" rel=\"noopener\">adequate economic security<\/a> for many of them and their families to weather this storm. For entrenched structural reasons, women earn <a href=\"https:\/\/www.unwomen.org\/en\/news\/stories\/2020\/3\/news-womens-needs-and-leadership-in-covid-19-response\" target=\"_blank\" rel=\"noopener\">16%<\/a> less than men \u2013 and that\u2019s the global average. Some countries have pay gaps of up to 35%. In the US, home to the world\u2019s largest economy, the gender pay gap causes women to miss out on <a href=\"https:\/\/www.fastcompany.com\/90479204\/why-women-will-be-hardest-hit-by-a-coronavirus-driven-recession\" target=\"_blank\" rel=\"noopener\">$10,122<\/a> each year. Moreover, women represent less than 40% of total global employment but represent <a href=\"https:\/\/unctad.org\/en\/pages\/newsdetails.aspx?OriginalVersionID=2319\" target=\"_blank\" rel=\"noopener\">57%<\/a> of part-time workers \u2013 workers whose jobs are among the first to be cut when the economy nosedives. Earning less, saving less, and holding less stable jobs reduces women\u2019s ability to absorb the economic aftershocks of COVID-19.<\/p>\n<p>Finally, we need to examine the outsized effects of COVID-19 on some of our world\u2019s most vulnerable, namely women. As the Ebola virus has demonstrated, quarantine measures <a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/policy_brief_on_covid_impact_on_women_9_apr_2020_updated.pdf\" target=\"_blank\" rel=\"noopener\">dramatically weakened<\/a> women\u2019s economic ability, thus increasing their poverty rates and the severity of food insecurity. And while economic activity bounced back quickly for men, economic insecurity lingered much longer for women.<\/p>\n<p>Or look at the unpaid labour economy. Prior to COVID-19, women did <a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/policy_brief_on_covid_impact_on_women_9_apr_2020_updated.pdf\" target=\"_blank\" rel=\"noopener\">triple<\/a> the amount of unpaid domestic labour as men. This unpaid labour has been called the backbone of our economy for a reason. In Costa Rica, unpaid work accounts for 25.3% of GDP. Now with <a href=\"https:\/\/www.euronews.com\/2020\/04\/02\/coronavirus-in-europe-spain-s-death-toll-hits-10-000-after-record-950-new-deaths-in-24-hou\" target=\"_blank\" rel=\"noopener\">3.9 billion<\/a> people in lockdown and <a href=\"https:\/\/en.unesco.org\/news\/137-billion-students-now-home-covid-19-school-closures-expand-ministers-scale-multimedia\" target=\"_blank\" rel=\"noopener\">1.37 billion<\/a> students not at school, <a href=\"https:\/\/unctad.org\/en\/pages\/newsdetails.aspx?OriginalVersionID=2319\" target=\"_blank\" rel=\"noopener\">women\u2019s burden<\/a> of unpaid labour has sky-rocketed.<\/p>\n<p><strong>The economic upside of inclusive budgeting<\/strong><\/p>\n<p>A gender-sensitive response to COVID-19 is more than just the right thing to do. It\u2019s the smart thing to do. Any effort to mitigate the fallout of COVID-19 without the gender lens <a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/policy_brief_on_covid_impact_on_women_9_apr_2020_updated.pdf\" target=\"_blank\" rel=\"noopener\">dilutes<\/a> its efficacy. And on a fundamental level, we cannot prosper when the needs of half of the world\u2019s population are ignored. Analysts already predict that the coronavirus pandemic will cause the global economy to miss out on <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-04-08\/world-economy-faces-5-trillion-hit-that-is-like-losing-japan\" target=\"_blank\" rel=\"noopener\">$5 trillion<\/a> of growth over the next two years. If we want to bounce back from this crisis faster and stronger, then we must apply the gender lens to relief packages.<\/p>\n<p>Not only will gender budgeting accelerate and fortify our economic recovery, it will also fast-track us to an equitable and <a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/policy_brief_on_covid_impact_on_women_9_apr_2020_updated.pdf\" target=\"_blank\" rel=\"noopener\">more resilient<\/a> world. In fact, we could unlock <a href=\"https:\/\/www.pipelineequity.com\/equity-for-all\/\" target=\"_blank\" rel=\"noopener\">$12 trillion<\/a> in economic gains by closing the gender equity gap. Make no mistake, this is not a women\u2019s issue. It\u2019s in everybody\u2019s best interest for leaders to practice gender budgeting, starting immediately.<\/p>\n<p><strong>How to put gender budgeting in action<\/strong><\/p>\n<p>If the current state of emergency is ground zero, then now is our opportunity to take a stand for inclusivity by placing gender at the centre of forthcoming fiscal policy. Here\u2019s how we can make sure that happens:<\/p>\n<p><strong>1. Engage women in decision-making processes<\/strong><\/p>\n<p>Women are 50% of the world\u2019s population. Their lived experiences, talents, and perspectives need a seat at the table. Again, this isn\u2019t just the nice thing to do. It\u2019s the smart thing to do. Women are effective policymakers and when they <a href=\"https:\/\/www.cfr.org\/report\/how-womens-participation-conflict-prevention-and-resolution-advances-us-interests\" target=\"_blank\" rel=\"noopener\">are involved<\/a> in peace negotiation processes, for instance, the final agreement is 64% less likely to fail.<\/p>\n<p><strong>2. Gender-disaggregate all economic data<\/strong><\/p>\n<p>Gender-disaggregating data is the foundation of gender budgeting. When we collect data, we need to make sure we disaggregate it based on gender. This includes rates of infection, unemployment, underemployment, number of abuse cases, and unpaid labour burden. For example, women represent <a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/policy_brief_on_covid_impact_on_women_9_apr_2020_updated.pdf\" target=\"_blank\" rel=\"noopener\">70%<\/a> of the global health workforce and are more likely to work on the frontlines of healthcare. As such, they face higher risks of exposure to the virus than men. In Spain, 72% of infected healthcare workers are women. So what are we going to do about it?<\/p>\n<p><strong>3. Use the gender lens to craft relief programs<\/strong><\/p>\n<p>Let gender-disaggregated data guide the creation of policy solutions. That way we can address the needs of populations in proportion to the size of the need. Cash-transfer programmes should take into account that women are <a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/policy_brief_on_covid_impact_on_women_9_apr_2020_updated.pdf\" target=\"_blank\" rel=\"noopener\">more likely<\/a> to hold informal work arrangements and have care obligations that may prevent them from accessing aid. In South Asia, over 80% of women in non-agricultural jobs have informal employment. It would be a shame if access to social protections and consumer stimulus depended on participation in the formal sector.<\/p>\n<p><strong>4. Ensure equity of impact by integrating gender-based assessments<\/strong><\/p>\n<p>The goal of these assessments is to analyze the impact of policy measures so they do not inadvertently hinder women\u2019s labour force participation or access to social protections. In the UK, women shouldered <a href=\"https:\/\/www.economist.com\/finance-and-economics\/2017\/02\/23\/why-national-budgets-need-to-take-gender-into-account\" target=\"_blank\" rel=\"noopener\">85%<\/a> of the impact of austerity measures between 2010 and 2015. That\u2019s largely because women are more likely to be single parents and depend on the welfare benefits that were cut from the budget.<\/p>\n<p><strong>Let\u2019s get to work, together<\/strong><\/p>\n<p>We are rapidly exhausting our list of excuses when it comes to achieving gender equity. As we stand in the middle of this historic inflection point, now is our moment to come together as a global community to close the gender gap once and for all \u2013 to establish a new, more inclusive world order; a new, more inclusive social contract. After COVID-19, there will be no more excuses. We have all the tools to make gender equity a reality in this lifetime. Will we pick them up and use them?
